It&#039;s not really about paying the invoices its about what is declared on a officially submitted Commercial Invoice (CI)to customs--typically after the goods have been paid for.  For example, once the order is complete, regardless of what was paid or what the terms were, a CI must be submitted to customs in China and in the US to ship the goods.  So, the CI that is sent has a MUCH smaller value per item than was actually paid.  Taxes and duties out of China and into other countries are based on this CI--so tons of money can be saved if the CI&#039;s are lower value.</description>
