I would suggest using a broker/agent, yes. There is so much involved with international shipping that you don’t need to do yourself (but must be done correctly) that it’s worth the few hundred dollars in fees. If the fabric is not new, you may not even be able to get it into China. Good luck! We need to send some fabric to a factory in China. We have a freight quote and the material is ready to go.
