All power struggles in the last seven decades were all done with &quot;people policing people&quot;.  This was formalized at some stage by appointing old women in each block of houses to officially keeping an eye on each family, and investigate all goings on, including those in bedrooms, and take action whenever possible - possible, not necessary.

During the &quot;anti-right&quot;, &quot;anti-landowner&quot;, &quot;anti counter revolutionary&quot;, cultural revolution, anti-gang-of-four, and all other programs, children are expected to tell on their parents and siblings, students to tell on their teachers and friends, workers to tell on their supervisors/manager/business owner/colleaques, on whatever real or speculated &quot;crime&quot;.

This is the way CPC has built up its influence (fear) among their victims, and is a well used, well practised skill.</description>
